I think you might be confusing reporting with existential survival. Corruption in the Ukraine was directly inherited from Russia and fostered by Russian meddling because Russia is the Empire of Corruption. Sure, we have Corporate and political corruption up the wazoo but try to slip a cop a hundred bucks to get out of a ticket some time. Dare you.
