I'm not sure I would conflate localized ineptitude in a logistically challenged army with poor command and control structure to a central willingness to invite armageddon. It seems tough to talk about it and it gets folks scared enough but when faced with the reality that it could spiral out of control, especially for an optional, non-existential war, it doesn't make sense unless enough people in the upper command are insane and suicidal gamblers who love playing Russian Roulette.
