It’s common enough to appear in numerous scientific publications and conceptually not so different than a single person being conscious in which case the entire universe is conscious via that person or there might be an almost infinite number of conscious beings representing the total consciousness of the Universe that produced them. It almost makes no sense to say the Universe is unconscious since by default it is the totality of all its own operations and contents which includes consciousness.
