Not quite. The U.S. has backed some awful people who opposed those we deemed even more awful people but (your enemy's enemy) most of them rose to power on their own military accord such as Idi Amin. The U.S. sends more aid to Africa than any nation and we also support good leaders and TRY to support Democracy but it's very difficult in places filled with corruption, warlords, religious zealots and ancient rivalries mixed in with abject poverty and food insecurity. We're no saints but we do dream the best for Africa. After all, who invented Wakanda Forever!?
