That’s a perfect example, a very old technique from WW2 being used against certain weapons. It’s like a very loud speaker in a radio frequency. However, it’s easily defeated by a) tracking the loud source and destroying it b) smart weapons that are impervious. No, because they are untrustworthy they have been isolated from advanced technology such as how to make advanced integration circuits and CPUs. That’s why they cannibalize washing machines for chips. They are very clever with low tech though. Also, they have a serious quality control issue which leads to high failure rates. It’s a sloppy operation that should be halted.
