Unfortunately, the old advices don't work any more because the nature of the changes from task helper to task automator to job helper to job automator is happening at an exponential rate. And it's not limited to white collar jobs whatsoever. Drivers, pilots, factory assemblers, farmers, pickers, longshore, warehouse, builders, fast food and more are actively being developed. Programming, accounting, legal work, insurance, sales, marketing, creative, writing all under way. 10 years is an eternity in this environment.
It's naive to think governments should not try to make a smooth transition and regulate the onslaught because they will be the ones trying to hold society together with mass unemployment. It's literally the dawn of a new age and economic model.
